RFR: 8358136: Make langtools/jdk/javadoc/doclet/testLinkOption/TestRedirectLinks.java intermittent

Make langtools/jdk/javadoc/doclet/testLinkOption/TestRedirectLinks.java intermittent, add the respective keyword.
The test fails sometimes, see e.g. JDK-8338439 .
