Using javadoc 23-ea the following snippet is not
handled the way I would <br>
expect from the specification in JEP 467:<br>

public void m() {}<br>

First, javadoc complains on the first line that
@Override is an unknown <br>
tag. But due to the indentation it should be parsed as
code, not as a <br>
javadoc tag.<br>
<br>
Second, when I remove the offending line (or move it
down one line), <br>
then the first code block is correctly rendered, but
the second, <br>
trailing code block is silently dropped.<br>
