How to build jcov

Hi Mani,

       We are still in the middle of getting content up on our project 
page for JCov (https://wiki.openjdk.java.net/display/CodeTools/jcov) - 
where we will have informative build instructions (and info about 
project/repo layout and source conventions).

      I appreciate you creating build docs - but in order to avoid some 
duplication, you might consider to wait for this to be published.
