JCov transition to Git and GitHub on April 10

As announced oncode-tools-dev at openjdk.java.net  <https://mail.openjdk.java.net/mailman/listinfo/jtharness-dev>  [0], we are interested in moving JCov to Git, GitHub and Skara.
We suggest that JCov transition tohttps://github.com/openjdk/jcov  on April 10.
