[ADBA] Part of Java SE?

Hello

Have there been any considerations whether ADBA should be part of Java 
SE or a standalone JAR? The reason I'm asking is the following,
it does not seem unrealistic that enterprises would mostly use LTS Java 
releases. If ADBA is tried to Java SE they may have to wait quite a long 
time for updates. A standalone JAR or an upgradable module would avoid 
these issue.
