ADBA in an Apache 2.0 project

I believe your interpretation of the GPL is correct. Releasing a library with the source of the API baked in would be a derivative work and would infect the entire library. That shouldn’t be a problem as the only thing in the library would be the API. Why would such a jar file containing anything of any significance other than the API itself.
