What kinds of changes need a JEP?

Hi Mark,
proposed criteria list is much more better, definitely.
Assuming JEP and JSR processes will continue to go
hand in hand, Java release cadence shrinks to 6 month
plus JavaEE is in the process of moving to Eclipse foundation
one would expect there will also be some changes or
improvements to how JSR process will continue function?
