Reminder: submit CSRs for JDK 10 with sufficient time ahead of rampdown 1 milestone

Hello,

With the first rampdown phase of JDK 10 approaching in a few weeks [1], 
a reminder to factor in time for the CSR (compatibility and 
specification review) process [2]  for any interface changes desired to 
made in JDK 10 ahead of the RDP1 milestone. A CSR needs to be in an 
approved state before the corresponding changeset is pushed to JDK 10 
master or one of the other lines of development which integrate into 
master, namely client or hotspot. See plans for HotSpot integrations 
before RDP1: [3].
