JEP proposed to target JDK *11* (2017/11/30)

The following JEP is Proposed to Target JDK *11*:

  309: Dynamic Class-File Constants

My understanding is that Lois intends to merge this work into the JDK
main line shortly after we fork it to stabilize JDK 10.

Feedback on this proposal is more than welcome, as are reasoned
objections.  If no such objections are raised by 23:00 UTC on Thursday,
7 December, or if they're raised and then satisfactorily answered, then
per the JEP 2.0 process proposal [1] I'll target this JEP to JDK 11.
