JDK 10 Rampdown Phase Two: Process proposal

Per the JDK 10 schedule [1], we'll enter Rampdown Phase Two next week,
on Thursday, 18 January.
The goal of this phase is the same as it was for JDK 9: Ensure that we
fix the bugs that must be fixed in order to ensure a successful release,
and understand why we're not going to fix some bugs that perhaps ought to
be fixed.
I propose that we use the same process as for JDK 9. I've drafted pages
for RDP 2 and the fix-request process and posted them here:

This phase will run for three weeks, until 8 February, when we'll produce
an initial Release Candidate build and enter the Release Candidate phase.
JDK Committers are invited to comment on this process proposal. If no
objections are raised in one week's time, by 23:00 UTC next Thursday,
18 January, then this is the process that we'll use.
