CFV: New JDK Reviewer: Jamil Nimeh

I hereby nominate Jamil Nimeh to JDK Reviewer.

Jamil is a member of the Security Libraries Team at Oracle. He has been 
working on security for the JDK since April 2014 and has made 29 
official contributions [3]. Jamil has also led and successfully 
completed 2 significant security related JEPs:

   - JEP 249: OCSP Stapling for TLS (http://openjdk.java.net/jeps/249)
   - JEP 329: ChaCha20 and Poly1305 Cryptographic Algorithms 
(http://openjdk.java.net/jeps/329)

In addition, he was a major contributor to the TLS 1.3 implementation 
and wrote many (several thousand) lines of code for that feature which 
will be delivered in JDK 11:

Based on Jamil's successful work on JEPs and the many significant 
contributions he has made to the JDK, I believe he is fully ready for 
the Reviewer role.
