CFV: New JDK Reviewer: Rajan Halade

I hereby nominate Rajan Halade to JDK Reviewer.

Rajan is the SQE Security Team Lead at Oracle. He has been working on 
the JDK for 4-5 years. He has contributed 35 changesets to the JDK [3]. 
Rajan was also the owner of JEP 319 (Root Certificates) which was 
successfully delivered in JDK 10. His other responsibilities include 
handling static analysis, fuzzing and reviewing vulnerabilities.
