CFV: New JDK Committer: Bernard Blaser

I hereby nominate Bernard Blaser (bsrbnd) to JDK Committer.

Bernard is an international freelance software engineer. He was awarded
the Swiss Engineering Award 2005 and has been an OpenJDK Author since 
JDK9. He has
contributed 13 changes within the last two years, mostly related to the 
backend area of javac.
