JEP proposed to target JDK 11: 335: Deprecate the Nashorn JavaScript Engine

Hearing no objections, I’ve targeted this JEP to JDK 11.

As I noted in a previous message [1], there’s still plenty of time for
others to step up to take on the maintenance of Nashorn after JDK 11.
This JEP will only deprecate Nashorn -- it won’t remove it.
