JDK submit repo

Hi all,

We're starting to collaborate around the AdoptOpenJDK build farm - we've
got folks from Oracle, IBM, Red Hat, SAP and the broader community
participating. Would be great for people to pop along and see what we've
got and see if we can complete a common infrastructure for everyone to use
(no one competes on build farms)!

I'll be walking new joiners through the build farm tomorrow at 1500 GMT and
every week after at that at the same time.  There are separate weekly test
and infrastructure meetings as well.

https://github.com/karianna/TSC gives you an entry point into the latest
documentation covering how to join the discussions / meetings and see what
code repos there are and the typical build, test, deploy pipeline.

NOTE:  The AdoptOpenJDK farm is not meant for use as part of a patch
submission workflow (yet) but the infrastructure and infrastructure as code
supports a wide range of platforms (AIX, z390, ARM 32, ARM 64, Windows,
Mac, Linux x86, OpenSolaris etc), openjdk variants / versions and test
suites.  The infrastructure as code can also be used internally by orgs as
a basis for their build farms supporting a patch flow use case.

This is all moving really fast so apologies for the lack of full write up
on this.  I'll re-introduce this formally once we're producing JCK'd builds
for a decent variety of platforms.
