RFR(S): 8211856: [ppc, s390] ProblemList some failing tests.

Hi,

The ppc and s390 ports are now part of OpenJDK for 3-4 releases. 
A great effort was taken to get all jtreg tests working.

This change adds the few remaining issues to the ProblemsLists 
of jdk and hotspot after opening bugs for them.

As these tests all fail in jdk11, I would like to downport this to jdk11u 
later on.
