Proposed schedule for JDK 12

With JDK 11 nearly out the door, here's a proposed schedule for JDK 12:

  2018/12/13  Rampdown Phase One
  2019/01/17  Rampdown Phase Two
  2019/01/31  Release-Candidate Phase
  2019/03/19  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are raised
by 23:00 UTC next Thursday, 20 September, or if they're raised and then
satisfactorily answered, then per the JEP 2.0 process proposal [3] this
will be the schedule for JDK 12.
