CFV: New JDK Committer: Jatin Bhateja

I hereby nominate Jatin Bhateja (jbhateja) to Committer in JDK Project.

Jatin Bhateja is a member of Java team at Intel. So far, he contributed 
12 significant changes [1] to the JDK project. Most notably, one of the 
contributions is a major refactoring of AD files in order to reduce the 
number of AD instructions needed for auto-vectorization support in C2 on 
x86.

Also, Jatin is a Committer in Project Panama and contributes to Vector 
API there.

Votes are due by January, 1, 2020.

Only current JDK Committers [2] are eligible to vote on this nomination.
