TimeZone Updater Tool/Project, where would we put it?

Thanks for your input Ben,
I share your concern about the timescale of IANA updates being published 
and them getting into JDK updates, your point in the example of Brazil, I 
didn't realize it took a year to get the update into the JDK.

Does someone from Oracle/RedHat know what the "policy" is for when an 
OpenJDK IANA tzdata update is done? Once IANA publish a new level, how 
long until it gets into the JDK? I would like to think it is the next 
available quarterly update..., I realize there's rampdown etc, but which 
quarterly "checkpoint" date could the latest IANA tzdata be integrated 
safely by? and do we, or should we ensure this happens?
