RFR: JDK-8197541: Test run requested

Hi All,

Can a committer please run ToolBasicTest.java on Windows on the OpenJDK 
testing infra?

I'm unable to reproduce the defect locally, and I want to verify if it 
still happens.

If it does still occur, I would appreciate any insight into why it doesn't 
occur on my local windows 10 box.

I.e. Does it only happen on Windows 7, is the reproduction rate 1 in 100, 
etc.
