RFR: 8227009 : JDK 13 L10n resource files update - msg drop 10

Hi Naoto,

Thank you for reviewing.

1. The l10n files are generated with the English file as template, so we 
need to update there first.
2. Some l10n files have no copyright headers which have same reason as 
above, we need the headers in English files first.
3. For the incorrect translation, filed a bug to translation team. Will 
update the webrev once t9n back.
