Proposed schedule for JDK 13

With JDK 12 nearly finished, here’s a proposed schedule for JDK 13:

  2019/06/13  Rampdown Phase One
  2019/07/18  Rampdown Phase Two
  2019/08/08  Initial Release Candidate
  2019/08/22  Final Release Candidate
  2019/09/17  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are raised by
23:00 UTC next Monday, 25 March, or if they’re raised and satisfactorily
answered, then per the JEP 2.0 process proposal [3] this will be the
schedule for JDK 13.
