Draft JEP: Socket API for Remote Direct Memory Access (RDMA)

Hi Lucy,

Could you verify that documentation is not required for JEP 337: RDMA 
Network Sockets? I noticed that there's no JEP DOC task associated with it.

If documentation is required, could you create a JEP DOC task for it? If 
documentation isn't required, could you add the docsnoimpact label to 
the JEP?
