CFV: New JDK Committer: Ichiroh Takiguchi

I hereby nominate Ichiroh Takiguchi (itakiguchi) to JDK Committer.

Ichiroh is a member of the IBM JDK team and has contributed several changes in the area of AWT/X11 and code page support. You can view his track record in the jdk repo at [3].
