CFV: New JDK Committer: Richard Reingruber

I hereby nominate Richard Reingruber (rrich) to JDK Committer.

Richard is a long term member of the SAP JVM team with experience in various areas of hotspot like runtime, C1 and C2 compilers, garbage collection, debugging/JVMTI, s390 platform code.

He already contributed 9 changes to OpenJDK [3] and he's working on further contributions. I think it's time to make him a Committer.
