Final Release Candidate available

Hi.

The first release candidate was announced here: https://mail.openjdk.java.net/pipermail/jdk-dev/2020-February/003886.html
No more changes has gone in to JDK 14 so this is still the release candidate.

The 20th February date is not a date for announcement, but the date where we transition from Ramp Down Phase 2 into Release Candidate mode which is kind of a deadline for when we must have a release candidate in place.

Please note that this is still just a candidate, last minute bugs may still be found. The final release is planned to March 17.
