New JDK Reviewer: Sangheon Kim

I hereby nominate Sangheon Kim to JDK Reviewer.

Sangheon is a member of Oracle's GC team, mostly working on G1,
including the recent JEP 345: NUMA-Aware Memory Allocation for G1.  He
has contributed more than 70 commits [3].  He is also a frequent
contributor of reviews.
