CFV: New JDK Committer: Alexander Matvee

I hereby nominate Alexander Matvee (alexander.matveev at oracle.com) to JDK 
committer.

Alexander is a member of the JDK software development team at Oracle and 
has contributed 15 fixes [1] in the JDK project as one of the principal 
contributors to the jpackage tool implementation [2]

Votes are due by 1pm PDT, June 25th, 2020.
Only current JDK Committers [3] are eligible to vote on this nomination.
