CFV: New JDK Committer: Shravya Rukmannagari

I hereby nominate Shravya Rukmannagari (srukmannagar) to JDK Committer.

Shravya is a member of the Java team at Intel. She contributed (and 
participated in) at least 8 significant changes [1] to the JDK Project.

Also, Shravya is a long-standing contributor to Vector API in Project 
Panama.
