CFV: New JDK Reviewer: Hamlin Li

I hereby nominate Hamlin Li to JDK Reviewer.

Hamlin is currently a JDK Committer and a member of the software quality 
team at Oracle.
Hamlin has more than 130 contributions [3].

Hamlin has improved test quality, expanded code coverage, and tracked down
intermittent failures in Core Library subsystems including Compact 
Strings, Stack Walking,
Platform Logging, NIO, and RMI.

Votes are due by March 31st, 2020.
