CFV: New JDK Committer: Alexey Semenyuk

I hereby nominate Alexey Semenyuk (alexey.semenyuk at oracle.com) to JDK 
committer.

Alexey is a member of the JDK software development team at Oracle and has
contributed 12 fixes [1] in the JDK project, first in the areas of code 
coverage, build and installers,
and recently he was one of the principal contributors to the jpackage 
tool implementation [2]

Votes are due by 1pm PDT, April 1st, 2020.
Only current JDK Committers [3] are eligible to vote on this nomination.
