CFV: New JDK Committer: Artem Semenov

I hereby nominate Artem Semenov (asemenov [1]) to JDK Committer

Artem participated in the effort to implement the new accessibility (a11y)
protocol for AWT on macOS. The result of the effort is a proper support of
a11y of the client libs on the recent macOS versions where the legacy
accessibility is deprecated and misfunctioning.

Artem has made a number of essential contributions including the
