Yes, I've noticed this too on a variety of bugs.

Please don't change the bug metadata of OpenJDK 11 bugs (11.0.XX *not*
11.0.XX-oracle). There is no OpenJDK 11.0.13+1 tag yet nor a  build.
It's only resolved in the team repo, which corresponds to jdk11u-dev
git tree.

For the ones I've noticed I've changed it back.
