CFV: New JDK Reviewer: Jie Fu

I hereby nominate Jie Fu (jiefu)[0] to OpenJDK Reviewer.

Jie is currently a JDK Committer and a member of the JVM team at Tencent.
His main area of expertise is the JIT compiler and one of his notable
contributions is the backend of C2 for mips.

Now he is focusing on improving OpenJDK for data science and big data.
He has made some significant contributions to Vector API and C2 compiler
recently. His contributions also include GC, runtime, core libs,
building/testing infrastructures and so on.

Jie has more than 140 contributions in openjdk [1].

He is also active in Panama and has contributed 6 commits [2]
in Vector API (Second Incubator).
