CFV: New JDK Reviewer: Ivan Walulya

I hereby nominate Ivan Walulya (iwalulya)[0] to OpenJDK Reviewer.

Ivan is currently a JDK Committer and a member of the Oracle JVM GC team.

His main area of expertise is the garbage collector; probably his most 
largest contribution has been when co-developing the new remembered set 
implementation for G1 [1] that has been introduced early JDK 18 (in 
particular helping with the lock-free allocators, the lock-free 
"howling" card set and wrangling with the concurrent hash table among 
other significant work), but other than that he has contributed 35 
changes in total until now in many areas of G1 and Parallel GC [2].

He is very active with reviewing and his knowledge about concurrency and 
lock-free data structures is always very appreciated.
