Proposed schedule for JDK 19

With JDK 18 now basking in the sun, here’s a proposed schedule for
JDK 19:

  2022/06/09  Rampdown Phase One
  2022/07/21  Rampdown Phase Two
  2022/08/11  Initial Release Candidate
  2022/08/25  Final Release Candidate
  2022/09/20  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are raised
by 23:00 UTC next Wednesday, 13 April, or if they’re raised and then
satisfactorily answered, then per the JEP 2.0 process proposal [3] this
will be the schedule for JDK 19.
