Copyright Issue founds : JDK18 and JDK17 - GPLv2 is present but Classpath exception is missing

Will these changes also be updated in JDK17?

Also there is another 2 separate source files which has similar issue in JDk17 and 18, Please could confirm if they also fixed.

The header on the a11y source files was changed in JDK 19 via
JDK-8280956 [1].
