CFV: New JDK Reviewer: Roberto Castañeda Lozano

I hereby nominate Roberto Castañeda Lozano [1] to JDK Reviewer.

Roberto is a member of the HotSpot Compiler Team at Oracle. Since 2020, he contributed
over 49 changes to the JDK project [2], of which 39 are significant. He made very
important updates and improvements to C2 JIT compiler IR graph visualizer (IGV) which
helps C2 support a lot.
