JBS Modification Proposal: Don't inherit master bug labels when creating backport records

This seems like a good idea to me. FWIW, the records created by the 
Skara bot initially inherit the labels, and the bot then does a 
follow-on step of clearing the. This change would eliminate that extra 
step by the bots.
