CFV: New JDK Committer: Emanuel Peter

Hi,

I hereby nominate Emanuel Peter to JDK Committer.

Emanuel is a member of the HotSpot Compiler Team at Oracle and located in Zurich, Switzerland. He
holds a Masters degree in Computer Science from ETH Zurich focusing on Sequence-to-Graph Alignment.
At ETH, Emanuel did significant study and project work with system-level technologies with a focus
on algorithms and performance including High Performance Computing. Some of his project work
included C++ and Python development for distributed applications.

Emanuel contributed 15 changes to HotSpot [1] of which at least the following eight are significant:
