CFV: New JDK Committer: Eric Liu

I hereby nominate Eric Liu (OpenJDK: eliu [0], GitHub: theRealELiu) to 
JDK Committer.

Eric is a member of Arm JDK team and has contributed 27 changes to JDK 
project [3][4].  Apart from AArch64 support, he also has several 
non-trivial contributions on Vector API and C2 JIT compiler.
