CFV: New JDK Committer: Quan Anh Mai Dang

I hereby nominate Quan Anh Mai Dang [1] to JDK Committer.

Quan Anh software engineer at Shopee Pte. Ltd. He is enthusiastic about
following the development of Java and making contributions to the OpenJDK,
especially the Hotspot compiler. For the past 10 months he has already
contributed 23 significant changes [2] to Hotspot.
He also helped to review a number of PRs.
