CFV: New JDK Committer: Ashutosh Mehra

I hereby nominate Ashutosh Mehra (Census name asmehra, GitHub user
ashu-mehra) to JDK Committer.

Ashutosh Mehra is a member of the JDK team at Red Hat. He is working on
Shenandoah, CDS, and SA. He has contributed 19 changes so far [3].

Votes are due by August 22, 2023.
