CFV: New JDK Reviewer: Frederic Parain

I hereby nominate Frederic Parain (fparain) to JDK Reviewer.

Frederic is an OpenJDK Committer and a member of the HotSpot runtime 
team at Oracle. He is an active contributor to the valhalla project [1], 
implementing programming models in the HotSpot code. He is also a 
contributor to OpenJDK since 2010, working on serviceability code, 
implementing the diagnostic commands framework, rewriting Java field 
layout code, and making the VM internal representation of fields 
extensible for Valhalla. [4]  Frederic is a member of the hotspot and 
members groups.
