CFV: New JDK Committer: Scott Gibbons

I hereby nominate Scott Gibbons to JDK Committer.

Scott has been a member of the Java team in Intel since 2021 focusing on JVM optimizations for Intel platforms and has contributed 17 patches to JDK [3].

Votes are due by June 25, 2024, 23.59 PDT.
