Subject: CFV: New JDK Reviewer: Chen Liang
I hereby nominate Chen Liang (liach) to JDK Reviewer.

Since 2021 Chen has co-authored 3 commits and authored 60 commits. Over that time Chen has reviewed 58 commits, most of which are in the java.lang {constant,invoke,reflect,runtime,util,}, classfile, jdk.compiler, and jdk.javadoc areas.

While this nomination comes shortly after Chen's nomination to JDK Committer, it's not because the Reviewer CFV is premature, but because the Committer CFV was long overdue.

Chen's comments as a de facto reviewer are substantial and helpful. Chen's activity in the openjdk/jdk repo can be gauged, for example, using links [1] and [2].
