CFV: New JDK Committer: Ludvig Janiuk

I hereby nominate Ludvig Janiuk to JDK Committer.

Ludvig started working with OpenJDK in 2020 as a thesis student,
investigating direct heap snapshotting [3][4]. Since 2021, Ludvig has
worked as a sustaining engineer for Oracle, troubleshooting,
bug-fixing, backporting and helping Oracle customers using the JVM.

In addition to his thesis work, his diverse sustaining work on Oracle
JDK, his contributions to jtreg [5] and skara [6], he has also
authored 24 PRs into the OpenJDK project [7]. PRs range from clean-ups
and simple improvements in documentation to substantial fixes in
compiler, JFR, build infrastructure and test infrastructure.
