Proposed schedule for JDK 23

Here’s the proposed schedule for JDK 23:

  2024/06/06  Rampdown Phase One
  2024/07/18  Rampdown Phase Two
  2024/08/08  Initial Release Candidate
  2024/08/22  Final Release Candidate
  2024/09/17  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are raised
by 15:00 UTC next Wednesday, 27 March, or if they’re raised and then
satisfactorily answered, then per the JEP 2.0 process proposal [3]
this will be the schedule for JDK 23.
