CFV: New JDK Committer: Smita Kamath

I hereby nominate Smita Kamath to JDK Committer.

Smita has been a member of the Java team in Intel since 2016 focusing on JVM optimizations for Intel platforms and has contributed 15 patches to JDK [3].

Votes are due by October 22, 2024, 23.59 PDT.
