Proposed schedule for JDK 24

Here is the proposed schedule for JDK 24:

  2024/12/05 Rampdown Phase One
  2025/01/16 Rampdown Phase Two
  2025/02/06 Initial Release Candidate
  2025/02/20 Final Release Candidate
  2025/03/18 General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are raised
by 16:00 UTC next Wednesday, 2 October, or if they’re raised and then
satisfactorily answered, then per the JEP 2.0 process proposal [3]
this will be the schedule for JDK 24.
